How can I keep from over-fertilizing some of my vegetables while at the same time making sure other get enough.

Some vegetables in your garden require more fertilizer than others.  
Garden plants are categorized into three groups.  Heavy, medium and light feeders.  This being the case, it would be wise to plant your vegetables according to what group they are in.  This way you can fertilize each group according to their needs.
Heavy feeders include plants like corn, broccoli, cabbage, cauliflour, celery, lettuce, onions, potatoes, pumpkins and tomatoes.
Medium Feeders include beans, beets, carrots, chard, cucumber, eggplant, greens and melons.
Light Feeders include okra, peanuts, peppers, radish, spinach, sunflower, turnips and peas.
If you can arrange your garden where each group can be fertilized separately, you can maximize your amount of vegetables and keep from burning up the others.
